What Is It?
The Cooling Assistance Benefit helps eligible New Yorkers beat the summer heat by providing a free air conditioner (and installation) through the Home Energy Assistance Program (HEAP).
If you or someone in your household is vulnerable to heat—such as a senior, a child under 6, or someone with a medical condition—you may qualify for a free AC unit valued up to $800–$1,000, including installation and electrical upgrades if needed.
What’s Included?
✔️ One window, portable, or wall-sleeve air conditioner per household
✔️ Installation by a certified contractor (at no cost to you)
✔️ Minor electrical work and repair, if required
✔️ Removal of old, non-working units (if applicable)

Who Can Apply?
You may qualify if:

Your household has a vulnerable person, including:

A child under age 6

An adult age 60 or older

Someone with a documented medical condition made worse by heat

You meet income guidelines (see below)

You are a U.S. citizen or legal resident

You haven’t received a HEAP-funded AC in the past 5 years

Your current air conditioner is more than 5 years old or broken
